Nas versões anteriores o projeto é salvo no formato .aup, mas esse sistema tem um grave problema de não conter os arquivos do projeto, o que causa problemas e frustrações aos usuários.
Na versão 3.0 o projeto é salvo no formato .aup3 que passa a conter todos os arquivos do projeto. O .aup3 utiliza banco de dados SQLite3 utilizado para salvar tudo em um único arquivo.
Melhorias também foram feitas para Label Sounds e Noise Gate.

novo analisador, 'Label Sounds', que pode rotular sons e silêncios.

Você pode aguardar a chegada nos repositórios da sua distribuição, ou pode compilar e gerar um .deb para instalação.
Em primeiro lugar precisamos remover o Audacity do seu sistema operacional, faça com o comando abaixo no terminal.
sudo apt remove --purge audacity*
Remova os resíduos.
sudo apt autoremove
Instale as dependencias para a compilação.
sudo apt install build-essential cmake libasound2-dev libgtk2.0-dev libgtk-3-dev git git-gui gitk checkinstall
Compilação do wxwidgets
Faça o download do fonte.
git clone --recurse-submodules https://github.com/audacity/wxWidgets/
Entre no diretório do fonte.
cd ./wxWidgets
Atualize os submodulos.
git submodule update --init
Gere as configurações.
./configure
Compile.
make
Tenha paciência, dependendo do seu hardware o processo pode levar alguns minutos.
Tive que instalar para poder gerar o .deb.
sudo make install
Gere o .deb informando a versão 3.1.3
sudo checkinstall -D --install=no
Tecle 3 para indicar a versão do pacote.
Indique essa versão 3.1.3, em seguida de continuidade teclando Enter.
Com o .deb gerado instale.
sudo dpkg -i wxwidgets_3.1.3-1_amd64.deb
Compilação Audacity
Faça o download do fonte.
git clone https://github.com/audacity/audacity.git
Entre no diretório do fonte.
cd audacity
Crie o diretório de compilação.
mkdir build-cmake
Entre no diretório de compilação.
cd build-cmake
Gere o makefiles
cmake -DCMAKE_BUILD_TYPE=Release ..
cmake -DCMAKE_BUILD_TYPE=Release -Daudacity_use_wxwidgets=local -Daudacity_use_ffmpeg=loaded ..
Compile o Audacity
cmake --build .
Tenha paciência e aguarde ...
Gere o .deb.
sudo checkinstall -D --install=no
Defina o nome teclan 2 e Enter, defina com audacity
| Defina a versão teclando 3 e Enter, defina para 3.0 |

Instale o Audacity 3.0 com o comando.
sudo dpkg -i audacity_3.0-1_amd64.deb
Ai está.
Projeto salvo por default em .aup3.
Deletei o vídeo que extrai o áudio e abri o projeto e como podem ver o áudio foi incorporado ao projeto.
Para quem preferir instalar por .deb sem precisar compilar, ai estão os meus .deb.
